How to reorder pages in a PDF
A scanner feeds sheets through in whatever order they were stacked, and a merge joins files in whatever order they were added. Neither one asks what sequence the reader actually needs. Putting it right takes three steps.

How to reorder pages in PDF files
A PDF keeps a page tree, which is an ordered list of the page objects in the document. Reordering rewrites that list. The pages themselves, with their text, fonts and images, are copied across untouched.
That is why a reordered document is not a re-rendered one. Text stays selectable, images keep their original resolution, and nothing is compressed a second time. It also explains why the operation is fast even on a document of several hundred pages.

Why scanned documents arrive scrambled
Automatic document feeders read the top sheet first. If a stack was placed face up, the scan comes out reversed. If a duplex scanner made two passes, all the fronts arrive first and all the backs follow.
Neither is a fault in the scan. The images are fine and only the sequence is wrong, which is exactly what a PDF page organizer fixes without touching image quality.
A quick way to spot the pattern is to look at the last thumbnail. If it is page one of the printed document, the whole stack simply needs reversing.
Reordering compared with editing
Moving a page changes where it sits in the document. It does not change a word on it. PDFs place text at fixed coordinates, so rewriting a sentence means going back to the source file or converting with PDF to Word first.
This is a useful distinction when a colleague asks you to fix a document. Sequence problems take a minute here. Wording problems belong upstream in whatever produced the PDF.
Where the other page tools fit

Files this tool cannot open
An encrypted PDF will not open until the password is removed. Use Unlock PDF first, then organise the unlocked copy.
A damaged file may render some thumbnails and not others. When that happens the safest route is to go back to whatever produced the PDF and export it again.
Working efficiently
A few habits make a long document much less tedious to sort.
- Work from the front. Fixing the first few pages first gives you a stable reference point for everything after it.
- On a scanned bundle, find the natural section breaks before moving anything. Whole blocks move more easily than single pages.
- Nothing is final until you save, so try an order, look at the thumbnails, and change it again if it reads wrong.
- Check the page count on the saved file. It should match the original exactly, because reordering never adds or removes anything.
- You can drop a page here too, though Delete Pages from PDF is quicker when removing is the only thing you came to do.
- The saved file is a new document, so your original is always there to fall back on.
