What survives converting PDF to Word

Why layout is the hard part
A PDF has no concept of a paragraph. It records that a particular glyph sits at a particular coordinate in a particular font, and that is all. Everything a Word file needs, meaning paragraphs, headings, lists and tables, has to be inferred from those positions.
This tool reads the page with pdf.js, the PDF engine Mozilla built for Firefox, which hands back every text fragment along with its coordinates. Fragments sharing a vertical position are grouped into a line, lines are ordered top to bottom, and the result is written out as a .docx by the docx library. That file format is Office Open XML, a zip archive full of XML that Word, Google Docs, LibreOffice and Pages all read.
Straightforward prose reconstructs almost perfectly. Multi-column layouts, sidebars, footnotes and complex tables are where converting PDF to Word gets approximate, because the original never stored the structure being guessed at.
Scanned PDFs are a different job
If your PDF came from a scanner, the pages are photographs. There is no text inside to extract, so a converter has nothing to work with and returns empty paragraphs.
The quick test takes two seconds: open the file and try to select a sentence with your cursor. If nothing highlights, it is a scan.
Those need OCR first. Convert the pages to images, run them through the Image to Text tool, and you will have text you can paste into Word.
Do you need Acrobat for this
No, and the question comes up constantly because Adobe put PDF to Word conversion behind a paid plan years ago. The format itself is an open standard, published as ISO 32000, and reading text out of one needs no licence from anybody.
What a paid desktop product buys you is layout reconstruction: columns rebuilt as columns, tables rebuilt as tables, images placed where they sat. If your document is text with headings, you will not miss any of it. If it is a designed brochure, that is the gap you are choosing to accept.
When to convert and when not to
Convert when you need to change the words: a contract to amend, a CV to update, a report to reuse. That is what a PDF to Word file is for.
Do not convert simply to read it, and do not convert a form you only need to fill in. Both cost you the original formatting for no gain. If the goal is a smaller file or a few pages pulled out, Compress PDF and Organize PDF do those jobs without touching the layout at all.
What converts well
This converter rebuilds the text of your document, not its design. Knowing where that line falls saves you cleanup afterwards.
- Text-based PDFs convert cleanly. If you cannot select the text in a PDF reader, the page is an image and there is nothing to extract, so use Image to Text instead.
- Simple, single-column documents give the best results. Letters, reports and articles come through close to the original.
- Multi-column layouts are read in reading order instead of being rebuilt as columns, so newspaper-style pages will need rearranging afterwards.
- Tables lose their grid. The cell text comes across, but you will need to rebuild the table structure in Word.
- Images, logos, headers and footers are not carried over, because the converter works on text only.
- Remove any password from the PDF first with the Unlock PDF tool, since a locked file cannot be opened for reading.
